The post holder will play a key role in supporting the ICELS Partnership Manager in day to day service delivery, take a leading role in the contract management of this large and complex service within a multi-partnership funding agreement and for analysing large complex data sets, management information and performance data to inform service development/improvement and to assist the ICELS Partnership Manager and Commissioners in driving the strategic direction for the service.
             
Key requirements of the post:
• NVQ4 or equivalent qualification or work experience in relevant area
• Degree/professional qualification and/or training relevant to social care or health care
• Must have at least one year’s experience of working within commissioning/contracting or provider function with a statutory, voluntary or commercial setting, delivering social welfare, health or related provision
• Demonstrate skills needed to monitor and evaluate the effectiveness of service providers within a contractual relationship
• Analytical skills sufficient to extract, collate and interpret information and data to inform performance management decisions
• Computer literate including use of word processing and spreadsheet packages and ability to use data bases
• High level of communication skills both orally and written
• Ability to plan effectively to ensure performance and quality assurance targets meet
• Negotiation skills
• Experience of writing procedures and producing concise reports
• Organised and able to work under pressure and prioritise tasks to meet set objectives, targets and deadlines
• Experience of managing staff and providing support and guidance to others in completion of their work tasks
• Tactful and diplomatic and able to deal with complex and sensitive situations
• Willing and able to work from and travel to different locations across the City, County and Rutland
