The Project officer coming into this role will be required to work on a variety of Projects within the CFS Systems implementation Programme as set up within the Programme, working effectively with  People resources assigned to various Projects within the programme in order to progress agreed Projects in scope for delivery.

The successful candidate with any experience of working on systems implementation, Children and Families Services/Department/Projects, Local authority will be desirable. The ability to work on multiple projects and in parallel is essential for this role. 

There is a great opportunity for you to contribute to the overall success of the programme to ensure the outcomes of the programme along with the benefits are delivered. 

The background that you will be dealing with is as follows. 

The Department currently has an education and transport planning system that is hosted on premise. It has been in the local authority for many years and is also used by other departments in the authority. The system has been configured considerably during this time. It also feeds a key line of business application, based on Microsoft Access, in the Environment and Transport Department to enable them to do transport planning. 

The outcome we want to achieve in this area is to move to a supplier hosted, managed and supported product where there is a need for minimal configuration, maximises uptime e.g. reduces time lost due to upgrades and provides a quicker turnaround for product enhancements.
The current product is very modular based. Some modules are more critical to the services than others. These would need to be prioritised in conjunction with the service areas.  
A significant element outside of the technical delivery is to be able to manage the stakeholders and deliver the business change that will be required for a successful implementation.
One module of this system has already been procured and there is a project in place to deliver this within the next 6-9 months. 

Social Care 
The current social Care system is on premise, and an implementation project is underway to deliver the move to a supplier hosted, managed, and supported system.

Youth Offending 
The third element of the programme is that we have an incumbent supplier who is likely to move out of the software market next year. There will be a need to develop requirements and procure and implement a new, ideally cloud-based, line of business system for the youth offending team. 

Post – 16 years system

This strand is to review the current system that provides Community Learning and Development (CLD), Youth Support and Careers services from the National Client Caseload Information System (NCCIS) & National Careers Service.  There will be a need to develop requirements and procure and implement a new, ideally cloud-based, line of business system.

Programme Outcomes

A key overarching benefit being sought from all these separate strands, is that practitioners have a holistic view of the child, their support network and input from other professionals and agencies.   We want our practitioners to be spending their time helping their clients rather than simply putting data into systems and doing administrative work. 

Technically, we want secure supplier hosted, managed, and supported solutions that require minimal configuration and maintenance. Third parties can securely access the relevant systems/records through portals. Data duplication is significantly reduced, with master data being held in the right system. 

Your Brief 
We are particularly interested in a Project officer with:
  • An understanding of/and experience of working with children’s systems and way of working
  • Local authority experience
  • Experience of delivering projects using standardised methodologies and approaches such as Agile, waterfall
  • Experience of supporting the development of a business case(s)
  • Experience of preparing and delivering documentation to a high standard
  • Supporting the Project Team and workstream leads and the services areas/practitioners to deliver a robust plan
  • Experience of managing agreed governance boards/meetings effectively and efficiently, planning board meetings, taking minutes and actions and follow up activities
  • Experience of effectively monitoring and reporting on assigned project/Programme related tasks into relevant leads, groups, boards, in a timely manner
  • Experience of working on multiple projects in parallel and to a high standard, understanding the interdependencies across workstreams and projects
  • Experience of working effectively across services and departments to deliver outputs and outcomes as agreed for project (s)
  • Experience of engaging key stakeholders, especially gaining and maintaining the support of services areas and corporate services
  • Experience of tracking project related benefits to ensure benefits are realised
