This post is for 18.5 hours a week and is fixed term until March 31, 2025 
An exciting opportunity has arisen for a well-organised and dynamic individual to join the Children and Family Service Commissioning Team as a Commissioning Officer.  
This Commissioning Officer role is a generic job description and will support the commissioning of services across the whole of the Children and Family Service and will undertake:
  • Supporting service areas in relation to compliantly commissioning new services, completion of extension requests and helping to shape the market
  • Contract management and monitoring of compliant contractual arrangements across the whole of the Children and Family Service ensuring that issues of compliance and performance are addressed.
  • Internal brokerage services, co-ordinating service providers referrals from the departments various contractual arrangements ensuring that children’s care/support packages/educational placements meet individual care/support plans.  
This role will primarily focus on supporting the commissioning around the Government’s Holidays activity and food programme however subject to capacity may be asked to support in other areas too
The position will undertake duties as set out in the job description, covering a variety of commissioning activities and tasks. 
The successful candidate will:
  • Support the commissioning of services across the Children and Family Service in compliance with the Contract Procedure Rules.
  • Support the monitoring and improvement of the quality of services being delivered, ensuring continual quality and performance improvement, including provision of information and analysis of varied data in relation to service delivery
  • Support the development and implementation of contractual arrangements that manages the performance of providers and identifies and escalates issues and concerns at the appropriate senior management level.
  • Support the effective management of issues around poor performance and to engage with service providers and promote activities that lead to positive outcomes for service users and carers.
  • Respond to referrals from commissioners to research and find suitable care/support services/educational placements for Children in Care and young people with Special Educational Needs and Disabilities.
  • Support the delivery of a service in line with the principles of the Council’s Corporate Strategy for Procurement and Commissioning
  • To work with a range of stakeholders and operational staff across the Local Authority and with other Local Authorities, Health, Police, Education, community and voluntary sector, parents/carers and service users.
