Salary Range £32,979- £35,607
To assist in the provision of a broad range of transport modelling, analytical, research and intelligence services to the County Council primarily using the Pan Regional Transport Model (PRTM) and/or our County Town micro-simulation models. Such application will be supported by other tools, to enable the Authority to carry out its transport and land-use planning duties to external Organisations including the HE, partners, District Councils, Developers and other external users in accordance with the Department’s new Commissioning principles and Target Operating Model (TOM).
  • Degree (or equivalent qualification) in a numerate field. Please see the Job Description /Person Specification which are attached further down on this page.
  • Working in a high performing team with complex datasets and bespoke applications
  • Representing the department across the service area.
  • Demonstrable project management experience in both technical and non-technical instances, including sign off.
  • Conducting packages of transport analysis or assessment with “big data”.
  • Interpreting and writing technical and non-technical reports and providing technical advice to a wide range of internal and external stakeholders.
  • Engagement with customers, including presenting complex analysis to large audiences.
  • Collaborative working with customers and key stakeholders to deliver outputs and outcomes.
  • Thorough knowledge of GIS systems (QGis, MapInfo, ESRI) and MS Excel.
  • Thorough knowledge of numerical analysis and statistical modelling.
  • Technical capability of software to produce complex modelling and analysis.
  • Current legislation relevant to highways and transportation.
  • Knowledge of strategic and detailed modelling tools and process.
  • Excellent communication and presentation skills including the ability to shape and influence to achieve successful outcomes and to continue to build on the credibility of the Council and its services.
  • Analytical and methodical approach to solving complex problems.
  • Excellent numerical and analysis skills to assess transport data and trends.
  • Build powerful relationships across stakeholders, peers and partners, creating open and transparent relationships based on trust.
  • Lead Creative thinking and effective negotiation to ensure effective transport assessment is completed to inform the potential need for and securing of transport mitigation.
  • Be able to work to tight timescales and to agreed targets.
