MAIN DUTIES AND RESPONSIBILITIES:

To carry out, organise and manage the planning, supervision and analysis of traffic and transport surveys, provision of data services to outside bodies; and to maintain data and data systems for transport planning, intelligence, modelling, LTP/SEP performance monitoring and other purposes in accordance with the Department’s new Commissioning principles and target operating model (TOM).



ESSENTIAL REQUIREMENTS: 


  • BTEC Higher/NVQ Level 4 in a numerate subject or Equivalent in a relevant discipline plus experience in Data Collection or statistical analysis with excellent numeracy and literacy skills plus relevant experience as in the Skills & Competencies on the Job Description.
  • Experience of the extraction and analysis of large data sets, working with big data to produce insights.
  • Experience in working with transport data, particularly flows and speeds.
  • Experience of undertaking complex statistical analysis.
  • Experience of use of databases and spreadsheets for monitoring work progress, storing data and data manipulation.
  • Experience in managing resources (both equipment and personnel) efficiently to meet the needs of the department.
  • Experience in interpreting and writing technical and non-technical reports.
  • Experience of successful management of projects, including experience of innovating to improve organisational and service issues.
  • Experience of supervision of employees, including allocation of work and performance management.
  • Experience of interpreting and writing technical and nontechnical reports and providing technical advice.
  • Knowledge of GIS systems to analyse and present complex datasets.
  • Knowledge of data quality management.
  • Excellent communication and presentation skills.
  • Ability to supervise others, including performance and workloads.
  • Ability to work on multiple projects simultaneously.
  • Building positive relationships across stakeholders, peers and partners, creating open and transparent relationships based on trust.
  • Strong analytical and numerical skills to assess transport data and trends.
  • A customer focussed approach where the customer experience is central to the delivery of the service.
  • Strong organisational and planning skills.
  • Be able to work to tight timescales and to agreed targets.
  • Able to travel to various locations around the County.
  • An understanding of, and commitment to Equal Opportunities, and the ability to apply this to all situations.
