Local Resilience Forums (LRFs) are a partnership consisting of emergency services, health services, local authorities, voluntary organisations, utility companies, the Environment Agency, the military, and transport organisations.  LRFs collectively assess risks and prepare for, respond to and facilitate recovery from, a wide variety of potential emergencies including pandemics, flooding, major industrial incidents and severe weather.

Within Leicester, Leicestershire, and Rutland Local Authorities play a vital role in supporting communities and residents before, during and after emergencies. To discharge this legal responsibility the ten local authorities of LLR have formed the LLR Resilience Partnership in which one of the key roles is that of the Resilience Manager who as well as partnership work, also oversees the Leicestershire County Council Resilience & Business Continuity Team.

We are currently recruiting to fill the below vacancy:


LLR Resilience Partnership Resilience Manager (Full time, permanent)

The LLR Resilience Manager’s role is to ensure that the Leicester, Leicestershire and Rutland (LLR) Resilience Partners effectively undertake both their own emergency planning arrangements and their responsibilities under the Civil Contingencies Act 2004 by :-

  • Managing and coordinating a team of LLR Resilience Officers and Leicestershire County Council (LCC) Business Continuity Officers
  • Co-ordinating the LLR Resilience Partnership operational response to civil emergencies and facilitating LCC’s response to business continuity incidents
  • Ensuring appropriate emergency plans are in place to meet the statutory responsibilities of the LLR Resilience Partners
  • Ensuring an effective training and exercise programme is delivered
  • Supporting LCC departments in establishing, developing and maintaining an effective business continuity management process

   

ESSENTIAL REQUIREMENTS:

Qualifications

Degree or Diploma in Emergency Planning / Disaster Management / Business Continuity

Or

Demonstrable  experience of contingency planning / crisis management / emergency incident response

Relevant Experience 

  • Working with senior level officers within a corporate, government or public sector background
  • Managing teams, identifying priorities and delivering objectives against challenging timescales
  • Managing people in a professional team taking responsibility for providing support and professional development
  • Development and production of contingency/emergency plans
  • Engaging and working with range of organisations to achieve shared objectives
  • Working within a multi-skilled, professional team in a confidential environment
  • Incident management
  • Information security and the potential impact of an information security incident
  • Supplier and supply chain assurance


 Knowledge 

  • Civil Contingencies Act (2004) and associated emergency planning and business continuity legislation and guidance.
  • Local Resilience Forums and multi-agency response to incidents
  • The risk assessment process and the application of appropriate controls and mitigation
  • Detailed understanding of ISO22301 Business Continuity Standards and related good practice and standards.
  • Good awareness of ISO27001 Information Security Standard and related best practices.
  • Skills and competencies
  • Demonstrate proficient use of IT equipment and software including Microsoft Word, Excel, PowerPoint and Outlook.
  • Demonstrate excellent verbal and written communication skills.
  • Demonstrate ability to deliver presentations, and organise and conduct briefing/ training events.
  • Demonstrate the ability to challenge in appropriate behaviour and attitudes
  • Ability to motivate others including team development and people management
  • Ability to grasp IT technical principles, and explain them in non-technical language


 Other requirements

  • Must be able to work from and visit locations throughout Leicester City, Leicestershire and Rutland.
  • Be willing to be vetted to SC Level
  • Must hold a full, valid UK driving license
  • Must be able to participate in a 24/7/365 on-call rota. 
  • Must be prepared to work out of hours as and when required.
  • Must be prepared to undertake training and professional development commensurate with the requirements of the role.
  • Professional appearance commensurate with representing LLR Resilience Partnership
  • Satisfactory attendance record
