Salary Details: Grade 13 (£41,820 - £46,2034 pa)
   
As a Highway Authority, Leicestershire County Council has statutory responsibility to manage their highway (network) in an effective manner, to control and reduce congestion and provide a high-level of safe and reliable journeys to the road user.
   
The Network Management Service, within the Council’s Highways & Transport division take an active role in the implementation of the Council’s Local Transport Plan whilst also delivering the statutory responsibility for network management          
  
The Network Manager role is to provide an operational and strategic lead to the Network Management service, overseeing the functions and outcomes to ensure the service is being delivered to best effect and the efficient and effective operation of the Service will deliver the Council’s Network Management Duty.
    
Key responsibilities will include (but not be limited to):
To provide input into the Council’s Local Transport Plan and Network Management Strategy and ensure the Service delivers their role within the Council’s network management strategy.
• To collate and assess data on the performance of the network and use all appropriate legislative powers and capabilities to:
    • provide access to the network for various users.
    • improve and maintain the performance of the network,
    • provide network resiliency throughout the County.
    • ensure safety for those using and working on the network,
    • protect the network assets; and
    • identify and act upon current issues or potential risks to network performance.
 • To establish and maintain an Operating (Network Management) Service Plan to define the:
    • role and purpose of the Service.
    • scope of the Service.
    • objectives and ongoing evaluation of the Service.
    • medium and long-term plans to develop the Service; and
    • key risks to the Service.
• To issue an annual update to the Operating Service Model and associated evaluations.
   
To succeed in this role, you have:
 
Degree or equivalent (e.g. NVQ Level 5/ BTEC Advanced Professional Diploma) or progress towards I Eng. or C Eng.
• NRSWA Streetworks (or equivalent)
• Significant working experience in an engineering setting, including design, representing the Department at a Senior level.
• Comprehensive / significant experience in management of highways related projects
   • design development,
   • contractual procedures
   • on-site delivery.
• The ability to report project progress and financial information.
