We have an exciting opportunity for you to join Leicestershire County Council's Safeguarding and Performance Service as a Local Authority Designated Officer. If you are an experienced and self-motivated manager or Senior Practitioner looking for a new opportunity this could be for you! The post has the flexibility to be either 3 or 4 days a week, working alongside another full time colleague in this role. Flexible working will be supported, with working both at home and from County Hall in Glenfield. You will need to have a strong background in statutory safeguarding and key skills which focus on your ability to provide advice, support and oversight to complex safeguarding issues so that children are safe.  You will have experience of multi-agency working and be able to make evidenced based decisions and maintain clear records of outcomes of statutory processes. 
 
It’s important to know that you do not need specific experience as a LADO or be an experienced LADO to apply for this role, as we will be providing a robust induction programme including training and mentoring support from experienced LADO’s. This is a great opportunity to further develop your experience in a specialist role.

Your Role And Responsibilities 
The key element is managing investigations of allegations concerning persons who work with children and young people including those who work in the private and voluntary sectors. The post holder will :
  • To act as the Local Authority Designated Officer (LADO) and lead on all matters related to allegations made against those that work with children.
  • To ensure the County Council complies with its statutory obligations around managing allegations against individuals and respond to and act on all allegations received in a clear, timely and appropriate manner that promotes positive outcomes for children and young people
  • To manage and offer advice and consultation on allegations against people who work in paid employment, voluntary work or engages as foster carers
  • To offer advice and consultation to all agencies, employers and members of the public who are concerned about individuals in a position of trust in line with local safeguarding procedures
  • To ensure that robust mechanisms are in place to progress allegations effectively in line with local Safeguarding Partnership Procedures underpinned by Working Together 2018 and Department for Education guidelines.
  • Informing Senior Managers of the seriousness and urgency of allegations that may bring the Council into disrepute and liaising and working closely with the County Council Communications Team    

 
ESSENTIAL REQUIREMENTS:

  • Dip SW or CQSW/CSS
  • Social Work England registered
  • Substantial post qualifying experience in statutory services for children and families
  • Confidence and ability to work constructively with senior managers, offering a critical perspective and appropriate challenge
  • Experience of chairing complex multi-agency meetings
  • Experience of handling complex issues relating to the provision of public service
  • Experience of using IT applications to manage data
  • Comprehensive knowledge and understanding of statutory requirements and practice in relation to safeguarding issues, and their relevance to statutory agencies, partner organisations and the County Council
  • Sound understanding of partnership working arrangements and how to develop trusting and productive relationships
  • Demonstrates a thorough understanding of the legal framework relating to managing allegations and current childcare legislation
  • Demonstrates awareness of major research findings and serious case review inquiry reports relating to the management of allegations and the safeguarding of children
  • Sound knowledge of diversity issues and of anti-discriminatory practice and the impact that oppression has on people accessing the service
  • Sound knowledge of best practice regarding child protection and safeguarding
  • Demonstrate knowledge of the evidence about what makes good quality practice in working with children and families to safeguard children and promote their welfare
  • Excellent written and verbal communication skills with the ability to communicate with a wide range of people both internally and externally
  • Highly developed interpersonal skills to be able to work successfully in partnership with other statutory and independent sector agencies and manage a range of internal relationships
  • Demonstrates skills in work planning, problem analysis, excellent time management skills with proven ability to prioritise work
  • Ability to problem solve and manage competing demands under pressure
  • Ability to negotiate with and influence a wide range of practitioners, managers and partners from other agencies
  • Ability to make sound judgements based on analysis of the available information, quickly distinguishing between fact and information with no added value to the management of allegations
  • Ability to negotiate with and influence a wide range of practitioners, managers and partners from other agencies
  • Ability to prepare succinct reports and present these in a formal setting
  • High level inter-personal skills, including the ability to develop effective working relationships, undertake high level negotiation with third parties and promote good customer care• Demonstrates an understanding and commitment to equality of opportunity and anti-discriminatory practice and the ability to challenge and rectify discriminatory practice at individual and systemic levels
  • An understanding of, and commitment to Equal Opportunities, and the ability to apply this to all situations
