East Staffordshire Borough Council serves a population of approximately 110,000 and is a mix of urban and rural areas. The principal town of Burton upon Trent is known for its brewing heritage and the smaller settlement of Uttoxeter is a market town. The rural areas are varied and characterised by small hamlets and villages, often historic in origin and containing substantial conservation areas.

The Borough Council has a small, but very effective Development Control Team which handles a wide variety of applications ranging from major residential and commercial proposals to householder, agricultural and other applications. Officers have the opportunity to experience the varied nature of applications which are reflective of the character of the Borough.

This is your chance to play a leading role in development control and planning enforcement at a Borough Council that appreciates the value and impact of planning - from major residential and commercial propositions through to householder, agricultural and other applications.

As a founding member of the Greater Birmingham and Solihull Local Enterprise Partnership, East Staffordshire Borough Council is positive about planning.
We are excited by the opportunities that can be captured through managing change. You will be joining a council with a strong local plan, adopted in 2015. We’ve also made 15 neighbourhood plans. We have top quartile performance in the determination of over 900 planning applications last year.

Responsible for the Development Control functions relating to a variety of planning-related matters, you will assist in the delivery of high quality development control casework. This will include preparing and presenting high quality reports to Committees and Members. Along the way, you will carry out a range of key duties including processing planning applications, pre-application activities, appeal casework, enforcement and monitoring.

In the role of Principal Planner, you’ll work closely with the Planning Manager, who will rely on your assistance in coordinating the team. As well as supervising the team’s work, you will personally provide expertise to the Council on a host of development control and planning enforcement matters.

You must have previous experience of working in a planning environment in development control. You will be qualified with an RTPI recognised degree and hold MRTPI.

Experience of handling major applications is essential. You should be organised, decisive, a good negotiator, efficient and a good team worker. You should be proficient in map reading and have a detailed understanding of architectural plans and drawings. Efficient written and oral communication skills are essential.

You’ll bring to the role a proven track record in planning delivery. This will include dealing with the public, investigative work and providing evidence. Crucially, you have experience of formal interviewing and the use of regulatory powers relating to Section 106 matters in local government. A team player, you demonstrate good communication skills, exemplary time management and a flair for innovative thinking.

In return, we offer a generous package of benefits including: flexible working hours, car user payments, payment of your professional fees, free car parking, homeworking, local government pension scheme and further Continuing Professional Development.
