MAIN DUTIES AND RESPONSIBILITIES:
To carry out, organise and assist in the planning, supervision and analysis of traffic and transport surveys across the County and neighbouring authorities. To collect and provide data and intelligence to meet the Authorities transport needs and for outside bodies to maintain data and data systems for transport planning, intelligence, modelling, LTP/SEP performance monitoring and other purposes in accordance with the Department's new Commissioning principles and target operating model (TOM).
 
ESSENTIAL REQUIREMENTS: 
  • BTEC Higher/NVQ Level 4 (or equivalent) plus relevant post qualification experience OR Equivalent in a relevant discipline plus experience in Data Collection and good numerate and literacy skills plus relevant experience as in the Skills & Competencies as detailed on the Job Description.
  • Accurately capturing, storing and retrieving information to meet customer and organisational needs.
  • Use of databases, spreadsheets and Excel for monitoring work progress, storing data and data manipulation.
  • Good analytical and numerical skills to assess transport data and trends.
  • To manage resources (both equipment and personnel) efficiently to meet the needs of the department and work to tight and to agreed timescales.
  • Knowledge of current legislation to relevant Highways and Transportation.
  • Good sense of local Geography/Transport links and road network of Leicestershire.
  • Good communication, presentation, organisational and project management skills.
  • Good relationships across the stakeholders, peers and partners, creating open and transparent relationships based on trust.
  • A customer focussed approach where the customer experience is central to the delivery of the service.
  • Ability to supervise others, including performance and workloads.
  • Full, valid driving license and access to a vehicle.
