Salary Details: Grade 14 £47,691 - £52,764 (plus £5,276 Market Premia) pa
     
To be responsible for Operational Commissioning. To provide visible leadership and management with effective strategic and operational performance and financial management ensuring that services provided by and contracted by the Council are delivering desired outcomes and meet all statutory duties and responsibilities.
Responsibility for the design and delivery of highway and transportation schemes as commissioned through maintenance or improvement programmes and through the development management process. Which balance customer focus, quality and cost effectiveness through the principles of effective commissioning.
Also responsible for the technical approval of third-party highways and transportation schemes through the development management process.
Have responsibility for the design and implementation of lighting provision when required through improvement schemes. 
   
 ESSENTIAL REQUIREMENTS
  • Designing and developing high quality delivery programmes and plans in order to achieve the strategic outcomes of the organisation in accordance with statutory requirements.
  • The successful commissioning of programmes and work packages within internal and/or external provider arrangements.
  • Implementation of a service which meets the strategic outcomes of the organisation.
  • Leading and managing a service in line with defined frameworks for performance management, in line with a departmental / service plan. This will include the effective management of Health and Safety and risk.
  • Managing budgets in line with the Council’s financial management practices and policies.
  • Successful management of projects, including experience of resolving organisational and service issues.
  • Working with key stakeholders to deliver outputs and outcomes.
  • Implementing continuous improvement strategies to maximise service effectiveness and/or efficiency.
