JOB PURPOSE:
• To support the delivery and development of the department's Quality Assurance and Improvement Framework with a particular focus on developing and implementing improvement activities and tools.  
• Analysing and evaluating the outputs from a range of improvement activities, including performance data, audits, the child's voice and staff surveys.
• Supporting the workforce to be ready for external inspection.
       
ESSENTIAL REQUIREMENTS:
• Educated to degree (or equivalent) level in a relevant subject OR demonstrable experience identified within the section below.
• Experience in leading or managing a project or programme in local government or other complex organisation.
• Experience in contributing to change in a local government or other complex organisation and supporting staff through change.
• Experience in writing reports for senior managers and strategic boards and providing appropriate advice and support to them.
• Experience in analysing and interpreting quantitative or qualitative data and present findings to a wide range of audiences.
• Experience in the use of ICT to manage the collection, storage and analysis of data and proficient user of Microsoft Office.
• Experience in designing solutions related to systems, processes, assets or similar.
• Effectively working in teams and across networks to achieve results.
• Knowledge and good understanding of performance management, continuous improvement, quality assurance and service improvement tools.
• Knowledge and good understand of methodologies and techniques to collect and analyse qualitative data.
• Have a clear understanding of local government drivers and structures.
• Excellent co-ordination and organisational skills and ability to work under pressure with minimal supervision.
• Good interpersonal skills and ability to develop effective networks.
• Excellent analytical ability and attention to detail.
• Demonstrate effective problem-solving skills and the ability to use own initiative.
• Ability to thinking strategically and develop innovative solutions and an aptitude for developing new skills and using new tools.
• Able to gain the confidence of senior managers in the County Council and staff.
• Ability to communicate complex issues concisely and effectively to a wide range of audiences in different formats.
 
An enhanced barred list DBS check for children and adults is a requirement of this positon.
