To ensure management of a flexible and efficient team to deliver a local business- focussed administrative support service to comply with legislation, and support operational business areas in relation to performance, quality assurance methods, management processes, training, staff welfare, health and safety and disciplinary procedures.
Main duties & responsibilities include:
  • To define and oversee all general administrative processes (e.g. scheme briefs, design checks, post distribution, daily checks).
  • To define and oversee engineering maintenance activities such as calibration of equipment; documentation relating to first aiders; liaison with Group Support; utilities representatives; lone worker register; insurance requirements; agency contractors; potential hazards registers (e.g. Legionella testing, asbestos register etc).
  • To define and oversee processes to monitor and check timesheets for own staff, resolving any queries and disputes, and to prepare composite timesheet data for agency workers.
  • To monitor the capture of key performance indicators at activity level, to conduct critical trend and data analysis to identify where performance can be strengthened, and with the line manager, developing strategies to mitigate poor or reducing operational performance. To evaluate complex management information relating to the operational business area.
  • To assist in maintaining accreditation of the Quality Management System (QMS) to ISO 9001:2015 standard, and Asset Management 55000 by monitoring QMS procedures, challenging inefficiencies and working with Team and Middle Managers to initiate changes to procedure and documentation where required. To comply with Leicestershire Highways QA procedures & ensure all work undertaken complies with QMS requirements.
  • To prepare, collate and present detailed performance- related information, documents, projects and management reports using relevant computer packages for consideration by Senior Management, other Departments, County Council Committees and other groups as required.
