Salary Range: £40,701 - £44,964 plus Market Premia
             
To lead the departments interest on major/complex third party highway and transport proposals, from early conception (pre-app stage) through to issuing of Final Certificate or equivalent stage.  To ensure compliance with infrastructure approvals required for new development through section 38, 184, 219 and 278 processes of the Highways Act (1980), and to provide technical input on infrastructure matters relating to new development through the planning and delivery processes.
           
To assist other Senior Engineers in the department on all processes from planning through to technical approval of major/complex third party major highway and transport projects within the County of Leicestershire to ensure that they meet current design standards and legal and statutory requirments.
          
Develop and maintain strong relationships across the relevant teams in the service area to ensure efficiency of approach and service for customers and partners.
                   
ESSENTIAL REQUIREMENTS: 
  • A degree in an appropriate subject or equivalent qualification (e.g. BTEC Higher in Civil Engineering) plus demonstrable experience as set out in the person specification
  • Knowledge of relevant technical guidance and standards; DMRB, Local Authority design guides, Manual for Streets, etc
  • Knowledge of and ability to apply current relevant legislation, policies and procedures; Highways Act, NRSWA, Traffic Management Act, Traffic Regulation Act, CDM, Town and Country Planning Act
  • Developing and project managing significant civil engineering or maintenance projects or works programmes including technical approvals, associated legal agreements and statutory processes
  • Collaborative working with customers and key stakeholders to deliver outputs and outcomes
