The Network Performance Officer role is to support the delivery of the Council’s responsibility and the function of the Network Management Service through the collating, analysing and reporting information related to the operation of the service and the associated performance of the network.
   
Main duties & responsibilities include:
• To deputise for the Network Manager as appropriate
• To advise and support the Network Coordinators and line manage the Technicians to implement an effective Permit scheme
• To support the Network Manager in the development of processes, protocols and service plans to operate and improve the Service.
• To collect, analyse and report information related to customer enquiries and information-flow to stakeholders. Respond to, and ensure resolution of issues, providing timely feedback to customers.
• To collect, analyse and report information related to the core functions of the service:
     o Customer and Stakeholder Management
     o Network Activities & Coordination
     o Network Compliance and Enforcement
     o Traffic Management & Network Control
     o Payment & Reconciliation
• To identify any areas of significant change in relation to the functions carried out within the Service and develop Plans to mitigate for the impact of these changes.
• To identify areas of improvement:
     o in the control of temporary activities on the network, including compliance to regulations, codes of practice and permit conditions.
     o relating to the improvement notices and prosecutions to minimise impact on the performance of the network
• To collate data on fines, penalties and other related sanctions, and evaluate opportunities to resolve reoccurring non-compliance by organisations or individuals undertaking temporary activities on the network.
• To develop and maintain a Service Evaluation Framework with measures, data and reports for the Service to evaluate the efficiency and effectiveness of each function and the overall service delivery.
• To collect, analyse and report information related to the performance of the network within Leicestershire and relate this to the functions of the service.
• To oversee the administration of improvement notices and prosecutions, including penalties, to ensure this is being undertaken efficiently.
• To investigate the type and nature of enquiries into the Service to identify areas of development to improve access to information and reduce enquiries.
