An exciting opportunity has arisen to join Leicestershire County Council’s Highways & Transport Delivery Team.
The Environment and Transport Department is looking to recruit three new Heads of Service who will work together to deliver an efficient and effective service. The new team will lead and shape the service to a more integrated, collaborative and forward-thinking way of working. These roles will provide the successful applicants with a leadership opportunity and a platform to influence how the service develops to deal with future challenges.
The Head of Service for Highways and Transportation Services will focus on developing a cohesive vision for integrated financial, commercial and performance activity. The Services team will be a centre of excellence for design and commercial activities, including contract and tendering activity; effective purchasing and stores processes, and the maximisation of income opportunities for highways and transport activities. This team are to set and monitor targets for performance that will enable the Highways and Transport Operations to deliver efficiently and safely within budget parameters.  They will refine and deliver robust business resourcing, processes, nurturing a culture of continuous improvement throughout the group to constantly challenge and improve our value to our customers.

• Substantial experience of developing commercial, financial and performance functions to facilitate the operation of a large, diverse and mobile workforce
• In depth knowledge of commercial and risk management
• Contract design, internal costing mechanisms and negotiation to achieve the outcomes set by business plans and fiscal targets
• Current legislative requirements, governance and relevant policies and procedures associated with Highways and Transport Legislation.
• Managing complex budgets
• Successful management of complex programmes and work packages
• Excellent communication skills and the ability to build powerful relationships across Stakeholders
• Strong analytical and creative thinking skills
