An exciting opportunity has arisen to join Leicestershire County Council’s Highways & Transport Delivery Team.
The Environment and Transport Department is looking to recruit three new Heads of Service who will work together to deliver an efficient and effective service.  The new team will lead and shape the service to a more integrated, collaborative and forward-thinking way of working.  These roles will provide the successful applicants with a leadership opportunity and a platform to influence how the service develops to deal with future challenges.
The Head of Service for Highways and Transportation Resourcing will focus on how we proactively plan people, plant, vehicles and equipment to support our highways and transportation work and services.  This high-performing and cohesive team will be the key hub providing support services that underpin the success of our operational delivery.  Resourcing will absorb developing service standards, provide data to support performance and monitoring activities and respond reactively to the changing daily needs of the Highways and Transport operations.  They will connect end-to-end processes ensuring inspection, enforcement and compliance activities, administrative functions, customer engagement, depot and infrastructure management, proactive work planning and reactive controls connect seamlessly to enable the group to operate efficiently, safely and cost effectively.
• Substantial experience of developing the planning and support functions required to underpin a large, diverse and mobile workforce
• Commercial awareness and financial and risk management
• Effective end-to-end process management and ownership to support a fast-moving operation where priorities can change with short notice
• Knowledge of current legislative requirements, governance and relevant policies and procedures associated with Highways and Transport Legislation
• Leading and managing a team where effective logistical planning and scheduling of work achieves the strategic outcomes of the organisation
• Managing complex budgets to fully understand activity costs, income and expenditure
• Leading and managing complex programmes and work packages including significant change management
• Excellent communication skills and the ability to build powerful relationships across Stakeholders
