An exciting opportunity has arisen to join Leicestershire County Council’s Highways & Transport Delivery Team. The Environment and Transport Department is looking to recruit three new Heads of Service who will work together to deliver an efficient and effective service.  The new team will lead and shape the service to a more integrated, collaborative and forward-thinking way of working.  These roles will provide the successful applicants with a leadership opportunity and a platform to influence how the service develops to deal with future challenges.

The Head of Service for Highways and Transportation Delivery will lead the teams that are the front-line customer-facing section of our group, whether that be maintaining or constructing our highway network; providing home to school transport options for able-bodied and SEND pupils along with transport for adult social care; ensuring an efficient and cost-effective public transport network to service the people who reside in our county; or undertaking commercial transport opportunities.  The post will set and achieve high standards in operational team management, their productivity and efficiency.  It will focus on the deployment of front-line resources to meet and beat targets to improve efficiency and will engage with, contribute to, and plan for future activity based on data-driven decisions.  They will set and monitor site and driver behavioural standards, focus on developing a results-driven response to planned and reactive maintenance activities on the Leicestershire highway and will work to establish a culture of pride in the work undertaken.  Respecting that privilege, the Delivery team will reflect the energy, enthusiasm and professionalism shown by all who support them.

ESSENTIAL REQUIREMENTS:
  • Substantial experience of developing a large, diverse and mobile workforce and leading a team where the allocation of labour, plant and materials achieves the strategic outcomes of the organisation.
  • Commercial awareness and financial and risk management.
  • Early Contractor Involvement, project principles, contract management and collaborative working for successful service delivery.
  • Knowledge of current legislative requirements, governance and relevant policies and  procedures associated with Highways and Transport Legislation.
  • Managing complex budgets and business plans for a multi-million pound business.
  • Leading and managing complex programmes and work packages including business improvement.
  • Excellent communication skills and the ability to build powerful relationships across Stakeholders.
  • Proactively identifying and acting on commercial opportunities to widen the service or provide enhanced service for customers.
