Leicestershire County Council has developed a new four-year People Strategy to be launched in 2021. The Strategy is our most ambitious yet and we are looking for new members of our People Services Strategy and Organisational Development team to support the delivery of our vision to be a “values led organisation that people are proud to work for.” The key themes of the Strategy are performance management, leadership and workplace and culture. Our focus is to build back stronger and develop new ways of working whilst ensuring the wellbeing of our employees.
The roles supporting the People Strategy require enthusiastic individuals who will actively contribute to the successful delivery of the strategy within our professional, dedicated and friendly team.
HR Adviser Strategy Fixed term until 31st March 2023
Salary: Grade 11 (£32,979-£35,607)
This is an exciting opportunity to join our HR Strategy and OD team, that are passionate about the development and delivery of HR strategy and policy. 
The focus of the role will be the design, development and implementation of our HR policies and procedures which underpin our People Strategy. You will also undertake both informal and formal consultation/negotiation with trade union representatives. 
You will demonstrate the Council’s values and principles when working with stakeholders and partners. You’ll be comfortable managing a busy workload, prioritising effectively while maintaining clear and frequent communication with stakeholders. You should have strong attention to detail and be able to deliver under pressure to high standards
Key responsibilities:  
  • The design, development and implementation of HR policy for example, organisational change, smarter working, terms & conditions and equality & diversity.
  • With the support of a Senior Human Resources Advisor if required, undertake both informal and formal consultation/negotiation with trade union representatives with regard of policy and procedure.
  • With the support of a Senior Human Resources Advisor develop and deliver reports to formal meetings, committees and managers
  • Support the Senior Human Resources Advisor to provide the wider HR team with regular and appropriate updates on legislation, case law and best practice
  • Provide advice, support and develop effective working relationships with the corporate employee workers groups and external HR and equality & diversity networks
The ideal candidate: 
  • A degree or equivalent
  • Level 7 membership of the Chartered Institute of Personnel and Development is desirable
  • Experience of developing and implementing effective and practical HR policies, procedures, guidance, processes and/or toolkits
  • Experience of writing effective reports for management meetings and/or committees
  • Experience of successfully working with and influencing Trade Unions and/or employee representatives
  • Good understanding of employment and case law
  • Excellent interpersonal and communication skills
