Salary Details: Grade 9 - Salary Range £23,868 - £26,397pa
• To provide support to the flood risk management function, in particular engaging with members of the public and promoting personal resilience and riparian responsibilities. Helping to support the delivery of the role of the Lead Local Flood Authority and the delivery of the actions in Leicestershire’s Local Flood Risk Management Strategy.
• Perform site visits and site meetings with residents, contractors, developers, land owners etc.
• Assist in investigating flooding incidents and producing Section 19 flooding reports to fulfil the Council’s statutory duty under the Flood and Water Management Act.
• Assist with the assessment of applications for consent under the Land Drainage Act and investigate and conduct the duties relating to riparian landownership and ordinary watercourses.
• To investigate and report on suspected unauthorised activity relating to ordinary watercourses, assist in enforcement and represent the Council in any associated court proceedings where appropriate.
• Liaise with elected members, other authorities, statutory undertakers and the general public and represent the Department at meetings, exhibitions, conferences and seminars of officers, Members, Parish Councils and other customers and groups as necessary.
• Assist in delivering the Council’s role as statutory consultee to the planning process.
• Assist with the investigation, assessment, supervision and preparation of programmes of drainage and flood mitigation works where required.
• Update the asset register and improve the Council’s understanding of assets across the County, including the preparation and maintenance of up to date and accurate drainage records and inventories as appropriate.
• To provide flood risk advice to colleagues, partner agencies, developers and members of the public.
• Work effectively without supervision, within prescribed policies and guidelines to meet defined needs and targets.
• Demonstrate and comply with health and safety requirements, quality management policies and procedures, and standing orders pertaining to the work of the group.
• Such other duties as required by the Senior Engineer commensurate with the duties of the post.
• NVQ 4 or equivalent in a relevant subject (i.e. BTEC Higher in Civil Engineering or equivalent qualification); OR
• Experience that meets the essential requirement and
• Evidence of continued learning and development.
• Engagement with customers / clients / stakeholders, including attending and producing materials for meetings, exhibitions etc., and liaising with Elected Members.
• Collaborative working with customers and key stakeholders to deliver outputs and outcomes
• Interpreting and writing technical and non-technical
• Good verbal and written communication skills.
• Ability to remain calm and positive in challenging circumstances and respond confidently to customers and colleagues with understanding and diplomacy whilst maintaining an objective and professional stance.
• Good organisational skills and the ability to prioritise work.
• Good IT skills, including the use of specific industry software.
• Ability to interpret maps, plans and engineering drawings.
• Ability to build positive relationships across stakeholders, peers and partners, creating open and transparent relationships based on trust
• Ability to provide customer focussed approach where the customer experience is central to the delivery of the service.
• Be able to work to tight timescales and to agreed targets.
