Leicestershire County Council is looking to appoint a Finance Business Partner to lead the team providing financial advice, analysis and information for the Environment & Transport and Corporate Resource departments to support effective strategic decision making and budgetary control. This will require developing a thorough understanding of the departments’ service pressures and developing good working relationships with budget holders and senior managers to ensure sound budgetary control is maintained within the Department. It will also involve identifying opportunities and supporting the development of business cases for service change initiatives to improve service delivery, increase efficiency and help to deliver the savings required to deliver the council’s medium term financial strategy (MTFS).
The post will have line management responsibility for the staff within the Finance Business Partner team and will support them in delivering the Council’s strategic and financial objectives. The ideal candidate for this role will be a qualified accountant with significant post qualification experience. They will be highly competent in leading and developing a team of financial staff who provide strategic financial advice within a complex environment, be a confident communicator who can ensure technical information is conveyed in a non-technical way to senior managers and service users, have strong and highly developed analytical skills and be an effective problem solver.
The departments have a combined revenue budget of £110m a year and a combined capital programme of around £290m over the four years of the MTFS. A diverse range of services are provided by the departments including highways maintenance, transport planning, waste and environmental management, educational and social care transport, commercial services, country parks as well as a range of internal support services.
The post holder will also contribute to providing financial support to a number of corporate projects linked to the Council’s wider growth agenda.
