Main Responsibilities
      
To assist with managing and co-ordinating all processes relating to the procurement of transport modelling and analytical services and professional services through the Environment and Transport Commissioning Framework including:
- Project management, management of all ETC Framework applications, financial control and reporting, consultant client liaison and maintenance of the ETC Framework.
- Acting as a gatekeeper to the County Council's transport models and services under the ETC Framework in accordance with the Department's Commissioning principles and target operating model (TOM).
      
ESSENTIAL REQUIREMENTS: 
 
• HNC/HND/NVQ4 in a relevant qualification (e.g. Civil Engineering or Transportation) or equivalent demonstrable work experience of Highways Development Management or relevant other area of work
• Experience in engagement of customers, including attending and producing materials for meetings and exhibitions
• Demonstrable project management experience in both technical and non-technical instances, including sign off.
• Experience collaborative working with customers and stakeholders to deliver outputs and outcomes.
• Experience conducting packages of transport analysis or assessment work for large data sets.
• Experience interpreting and writing technical and non-technical reports including technical specification for modelling services.
• Use of GIS and Excel skills.
• Knowledge of the planning process and how it relates to highways and transportation.
• A customer focused approach and ability to build positive relationships across stake holders, peers and partners.
• Excellent communication, planning, organisational and presentation skills.
• Be able to work to tight timescales and to agreed targets.
