This is an opportunity to lead a small team responsible for the assessment and delivery of safe, effective and legally compliant school transport services; including for children with special needs and disabilities. The team assess entitlement to home to school transport for over 16,500 pupils annually. The successful candidate will:
- Be required to plan and lead the annual delivery of school transport functions for the Transport Operations Service.
- Oversee staff processing transport eligibility checks against a number of complex policy criteria and will resolve high-level care issues and complaints.
- Also deliver daily eligibility assessments and the annual batch process for children starting new schools or transferring to a new secondary school
- Be able to prepare and deliver home to school transport appeals (including written responses and representing the Council at formal panel hearings) and advise customers in accordance with service policies and legislation.
 
The successful candidate will also take a lead role with other senior managers in developing, implementing and updating policy, processes and systems (including IT) for home to school transport as well as ensuring delivery of the day to day business.
 
ESSENTIAL REQUIREMENTS: 
  • Excellent communication skills, both verbal and written including dealing with difficult conversations demonstrating tact, diplomacy and assertiveness.
  • Excellent ability in negotiation (with partners) and influencing others through personal credibility and leadership skills
  • Able to lead and inspire a small team effectively offering appropriate support and advice.
  • You must also be able to work well within a team, working to tight deadlines with minimal supervision and prioritise your own workload.
  • You must have experience using IT and specifically Microsoft Office applications (in particular Word, Excel and preferably Access), including being able to interpret and produce written reports and correspondence to a high standard.
  • You will have a high level of analytical ability and attention to detail, especially in the analysis/interpretation of specialist information/data (mainly qualitative). Similarly, you must be able to develop and implement efficient business processes and policies.
